OFFICIALS GUIDELINES

MWRVS requires a minimum of three (3) members of the team responsible for refereeing to act as officials as scheduled.  The penalty for not officiating a scheduled match is that the next winning match of the officiating team will be recorded as a loss.  The officials represent the MWRVS during scheduled periods.

If you are scheduled to play and the officials do not arrive as scheduled, team captains are to arrange an agreeable alternative as to how the match will be officiated, start the match and to note the refereeing default when calling in scores.

The primary responsibility of the officials is to ensure the safety of the members of MWRVS and care of property during the time the society has rented any facility.  No members should be in schools prior to or past scheduled times.  Officials start and finish all matches as scheduled.

Officials include 1 referee and 2 lines people.  Officiating teams keep score by one of the lines people.  Scorecards are available through MWRVS.  You require 1 whistles, a watch/clock, a coin, yellow and red cards or an acceptable signal arranged.

Please ensure there is no cellular activity during the matches BY THE OFFICIATING TEAM.

 

Referee’s Responsibilities:

Start the game at the scheduled start time by calling for captains:

• Toss a coin
• The winner of the coin toss may choose to serve first or choose the court
• Select a game ball, establish lines, if a step in is allowed at service, note anything unusual and decide how to call it
• Determine when to 1) start the match or 2) decide defaults
• Call out the decision i.e. 15 minutes, 5 minutes, and 1 minute or to announce defaults
• When that time elapses either start the match or call it

Members are encouraged to use the facility during scheduled periods, even if the match is defaulted.

Only members in good standing of MWRVS are allowed to participate in league play.  Team captains may require proof of membership by request to the referee at the coin toss, or at the time of substitution.  If no request is made it is generally accepted that all players are members in good standing.

Any player not able to provide the referee with picture I.D. upon request will not be considered eligible to play. 

The decision regarding the member's status is determined by the referee and the 2 captains.  Play is started/resumed/defaulted accordingly.  Defaults are outlined in the MWRVS League Rules.  To verify membership through MWRVS, please notify the society with the first, last and team name of the member in question.

The referee must maintain control of the match, and call the match to the best of their ability in a fair and sportsmanlike manner.  The members must respect the decision of the referees as final.  
The referee can accept or overrule umpire and linesmen calls.

Umpire’s Responsibilities:

While the match is in progress
• Signal all line calls including service/attack/out of bounds/touches/ceiling touches
• Call all net and centerline violations
• Call all substitution and rotation violations

Linesmen responsibilities:

• Linesman should be STANDING just outside the corner boundaries.
• Signal all line calls/touches/service line faults/ceiling touches

When the facility has more than 1 court, the officials help keep balls from crossing courts.  Linesmen signal and the referees and umpires call stop of play when the ball breaks the plane of the centerline between courts.  Linesmen signal re-serve, referees and umpires call re-serve if a ball/player enter the court from another match or activity.

By promptly signaling all line calls linesmen help the referee/umpire watch for net violations.  The safety of all members is increased if boundary, net and ball violations are called promptly.  
Handling violations, discretionary calls, or net violations are called by the referee and umpire only, and should be appropriate to the general level of play of the members.  To clarify a call, the referee only may call the captains to discuss the call, signal the decision and resume play.  All other players and officials must respect the decision as final, and continue on with play.

Unsportsmanlike conduct as called by the referee only, by signaling a yellow card as a warning.  A red card signaled by the referee will remove the member from playing during the remainder of the match.  If a red card is issued during a MWRVS match, the referee must call 780-466-9772 to note the decision.  After the match please ask the team captain for the members name and note with the school name, tier number and team names.
